Linuxでの事例しかわかりませんが、NICによってPromiscモードにならないものがあります。

から抜粋しています。Bridgeを構築するときにNICをPromiscuousへ変更する
必要があるので、このドキュメントに動作確認ができたNICが乗っています。
この記述以外のNICで私が動作確認できたものに、RTL8139が搭載された
NICカードがあります（これが一番低価格のNICかな？）
また、IntelのPro100もPromiscuousにならなかったと記憶します（ちょっと自信ない）。
